The usual attendance is around 250 officials of all levels and experience coming together from around the country to discuss relevant topics and issues in officiating, as well as offering valuable networking opportunities and sharing of best practice. During the day we will be holding a number of workshops from Conflict Management, Building Personal Resilience and Managing Stress to Mentoring and Disability Track & Field. We have taken on board the feedback from previous years to ensure that the workshops reflect what officials would like to see delivered. Please view this document for descriptions of the various workshops we will be covering. You will need to select 5 workshop options in order of preference.Young Officials (25 years and under) - We would particularly like to welcome young officials to register for the conference this year. There will be a separate registration area for young officials at conference so that you can meet up with other young like-minded people. We will also be providing hooded sweatshirts for young officials so please ensure that you select your size in the online form. Registration will open from Monday 26th February at 8am and close on Monday 26th March 2018 (the registration form will not be live before this). If you are interested in attending the conference, please click the link below to register: Registration Places will be on a first come first service basis, so please make sure you submit your request early. Officials Social Evening: Saturday 7th April 2018 We will be holding a social dinner for officials on Saturday evening before the conference. We will have 80 places available and these will be allocated on a first come first served basis. The dinner is free and will include a 3-course meal and entertainment. Accommodation is available at the venue at a cost of GBP 40pp (Twin) and GBP 85pp (Single) payable by cheque or BACS in advance of the evening. If you would like to attend the social dinner then please tick the relevant box on the conference registration form. You will be informed whether you were successful or not by Monday 19th March 2018. Please do not send payment until you have received confirmation of your place. Officials Awards The Officials' Conference also includes awards and recognition for officials. We have three categories of awards, Officials' Official of the Year, Young Official of the Year and Inspirational Official of the year. Long Service awards are also presented to officials who have reached 40 years' service. We would like to encourage every official to nominate for these awards. Have a good think about officials who have helped you on your journey as an official, who may have inspired you to develop and pursue your ambitions or someone you can see as making a huge contribution to officiating locally, regionally or nationally. Please help us to celebrate the achievements of our officials. You can nominate once in each category, although we do ask that you don't nominate anyone who is a relation to you. If there is anyone that you would like to nominate for these awards, please complete the form below. Please provide as much detail as possible. The nomination form will open at 8am on Monday 26th February. The closing date for the nominations for each of the awards is also Monday 19th March 2018. Award Nominiations The officials' Conference will offer officials valuable networking opportunities and the opportunity to share and disseminate information as well as having consultations about new processes.
2016 RULE BOOK
COMPRISING IAAF FORMAT with UKA SUPPLEMENTS
For CONSULTATION UNTIL 27th JULY, 2015
The 2016 rule book will be published as the IAAF rulebook with an UKA supplement. Over the past few months we have been merging the two current rule book and the DRAFT rule book for 2016 is set out below in five sections-
1. Non- technical rules- IAAF rules 1-22, Preambles, Definitions & General rules. Following IAAF Rule 22 (UK supplements) you will find the majority of UKA rules relating to Eligibility, transferring from one club to another, First claim status, and Team competition. Click here to download.
2. Technical rules- Track. IAAF Rules 100-151. It is intended to put any field event diagrams on the UKA website separately. Click here to download.
3. Technical rules-Field-IAAF Rules 160-170. Click here to download.
4. Technical rules-Combined Events and Indoor IAAF rule 200 & Indoor Competitions-IAAF Rules 210-223. Click here to download.
5. Off-track rules-IAAF Rules- 230-251. Note that certain Off-track Endurance discipline rules will be transferred to Licence standards and do not appear in this draft. Click here to download
In broad terms this has been a “cut & paste” exercise deleting any UKA rules which are covered within the IAAF rules. Please note that it is recognised that not all renumbering has been completed following the merger of the two rule books.
Black font- IAAF rules unaltered. Chapter 3 -Anti-Doping and Medical (IAAF rules Definitions, & Rules 30-51) has not been listed in detail.
Blue font- After each IAAF rule you will see, where relevant, the UKA supplement.
Green font- within any of the UKA supplements where Age Group rules apply you will see a green font for any sections which might be affected by the Age Group change IF that was to proceed and will only be finalised once UKA decide whether or not and how to proceed with Age Group changes at a later date.
Red font- This is used to alert you to any significant changes that have been made either in the IAAF rules section or in the UKA supplement sections which are included in this part of this consultation. There are three types of change where a red font has been used-
1. Athlete registration- Under IAAF rule 22 (UKA supplement 1) Provision is now made for Registration to be compulsory across all disciplines of athletics, with disqualifation if not complied with, rather than this requirement being only being compulsory for competition in National Championships (UKA Rule- 10 (2), Note 2 in the 2014 UKA Rule book).
2. Fun runs- In IAAF rule 2 (UKA supplement) a requirement to register Fun Runs.
3. In the Technical Rules (IAAF sections) where it is intended to accept the existing IAAF rule where it is different in a minor way to UKA rules without seeking a formal UKA rule change. These are set out in the comment box on the right hand column of each of those items and include such comments as- “easier to understand”, “softening of a UKA rule”.

Following evaluation of these comments, together with the inclusion of any agreed Age Group changes and proposals agreed under the request for clubs and other organisations to propose rule changes for the 2016 merged Rule book a further draft will be circulated in October, 2015.

Suffolk County Athletics Association wishes to acknowledge and congratulate those Officials from within the County who have been selected to officiate as National Technical Officials and to those members of Clubs within our County who will be working as Volunteers known as Gamesmakers.

It is essential that Endurance Officials send their completed log sheets to Joe Mower as soon as possible. The new grading system will come into force in January and to ensure the correct grading, Joe needs to have the most up tom date list of officials' duties.

England Athletics' 2012
Young Volunteer of the Year
a level two coach and field official, Charlotte has contributed countless hours
as a volunteer. Charlotte has been instrumental in providing opportunities for
disabled athletes through coaching at Orwell Panthers, supporting schools
competitions and playground to podium.
Charlotte is part of the coaching team leading Ipswich Harriers’ new junior induction programme following which she then leads throws sessions for more established athletes. She is a proactive participant in the Local Coach Development programme, always keen to develop her coaching skills and sharing knowledge with others and has enrolled to complete the new event group qualifications.
Charlotte also officiates at league competitions throughout the summer, at the County Championships, and successfully oversaw the effective running of field events at the Suffolk Youth Games as well as being main advisor for the disability competition. Her volunteering does not stop there as she also joined the LOCOG traffic management team as a 2012 Gamesmaker at the Olympics and Paralympics.
The county are very fortunate to have such an outstanding young volunteer giving such a great amount of time, enthusiasm and commitment to local athletics and Charlotte is therefore a very deserving nominee for this award.

At the 2010 Annual UKA Officials Conference at Solihull on Sunday 18th April 2010, Joe Mower, Hon. General Secretary of Suffolk County Athletics Association, was called to the stage to be presented with an award by former International Runner Iwan Thomas as the Off Track Official of the Year.
The presentation Chairman, Malcolm Rogers, gave the following citation:
Member of Ipswich Harriers since 1963 - Cross Country/Road Secretary and organiser of Cross Country Championships
Member of Suffolk County Association since 1972 - Hon, Secretary since 1983 and organiser of Cross Country Championships
Member of English Cross Country since 1998.. Championships Secretary since 2007. Joe also was one of the main contributors to the English Cross Country Manual, designed to help promoters of the National,
He became an Endurance Official in 1988 and has been an official at the whole range of events from clubs races, county Championships, area and national road races, European Cross Country Championships, World Cross Country Championships in Durham and Edinburgh and the World Half Marathon in Birmingham, where he was the Finish Coordinator.
Cross Country Secretary since 1998 for the CAU
He has organised the Margate Cross Country races for many years
Joe is an excellent official and always happy to help out any of his colleagues or newcomers.
